
Jackson, Mich. (WKHM) — Jackson City officials have chosen a new developer for the historic Hotel Hayes, a move that has left J. Jeffers & Co. surprised and frustrated.
The city council voted to sell the building to Ohio-based Collier Gibson for $25,000 after J. Jeffers & Co. had held the rights to redevelop it since 2022. The Milwaukee firm says it had invested $2 million into planning and securing $11 million in grants, expecting a July groundbreaking. They argue the city is breaching its contract by moving forward with a new deal.
City Manager Jonathan Greene says the two groups had different visions for the project — J. Jeffers planned workforce housing, while the city wanted market-rate apartments. Spokesperson Aaron Dimick adds that after three years with little progress, the city felt it was time for a change.
Collier Gibson plans a $35 million mixed-use development with 109 apartments, retail, and a gym. The city expects to finalize the sale within a week.
